英国土木工程师协会（Institution of Civil Engineers，简称ICE）成立于1818年，它是世界上历史最悠久的专业工程机构，有近200年的历史。
ICE是国际土木工程界唯一具有学术交流和专业资质认证两重功能的学术机构。ICE所颁发的ICE国际执业资格证书是土木工程领域唯一的国际认可证书。ICE还致力于编制工程合同达几百年的历史，1993年，ICE制定了适用于国际工程采购和承包领域的标准合同体系——NEC（New Engineering Contract）合同，在国际上被广泛采用。
截止2020年，ICE有在版期刊26种，涉及土木工程及相关领域，如岩土工程、建筑材料、水工程、环境工程等。《Proceedings of the Institution of Civil Engineers》是ICE的标志性出版物，也是土木工程领域历史最悠久的连续出版物，始于1836年。18个系列涵盖了土木工程研究和实践的所有关键领域，7种高水准的土木工程专业期刊，大部分被SCI收录，包括岩土工程的著名期刊《Geotechnique》。
